Carmen I. Pagan is a Partner of Romer Debbas LLP and Head of its Agency Lending Practice. Carmen concentrates her practice in real estate matters. She represents DUS and construction lenders, seller/servicers and other financial institutions in all aspects of commercial lending, including conventional loans, senior housing, student housing, credit enhancement for municipal mortgage bond financings originated through Freddie Mac Seller/Servicer and Capital Markets Execution programs, and Fannie Mae DUS program. Carmen also has experience with portfolio and cross-collateralized loans at a national level and other loans involving: affordable housing/subsidies complex structures; IRS Section 1031 like-kind exchanges; lease-back structures; ground leases; master leases; real estate investment trusts; industrial development agencies; state housing finance agencies; local municipalities; defeasance; low-income housing tax credits; historic tax credits; and other various types of funds.
